Is there a way to use simple formatting (underline, bold, italics) for
a topic/message on Google Groups?

Nope.
But the messages may have formatting in some people's newsreaders.
Use *bold*, /italic/ and _underlined_, and some people will see the
formatting, while many others just recognize what is intended.

Some people think about world peace, feeding the poor, educating the
children, and equality for the races.

Even with some console-based news clients. :)
