IMO no. No one can GUARANTEE any SERPs position at all.
A few seconds thought will show the fallacy. $100 is not much - to
exist, you have to make it thousands of times. How can thousands of
customers fit in one top ten, given that there will be quite a lot of
keyword overlap between them?

Yes it's possible. It's not only possible, it's very easy...for obscure
search terms.
If you are a webmaster you should do your own SEO stuff. Most of it occurs
when you make your site anyway, so you don't need to do much extra.

Does it sound too good to be true? It probably is.
I've always wanted to contact one of those SEO Snake Oil Salesmen and tell
them to get me to the top 10 for the keywords "Untitled Document" or "New
Page 1".

Oh yes, and you don't need to pay a third pary to achieve it. Google
offer "sponsored links" which you pay (a lot) for, and which appear at
the top of the first page of search results.
