Author problem positioning menu...help

I want to locate a javascript menu (horizontal) directly under a header
image. As the image is set to 100% for cross browsers putting the menu in a
table directly below doesn't seem to keep it there... as it has a position
from top function other than setting it to 0 to appear at the very top I
can't get it to be versatile and position itself directly below the header
image.

Can someone give me a solution for this?

maybe you can tell me of a decent script that will resize with cross
browsers and let me position it where i want it... free would be nice.

setting what to 0?

If this is a markup Q then just lay out your content (including headers
and menus) so it makes sense.

If this is a CSS Q then perhaps a URL may assist.
