Yes.

With the target directory open in IE, drag the local file (from a
Windows Explorer window) and drop it on white space in the IE window OR,
if the IE window displays a number of subdirectories, drop the local
file on the desired subdirectory.

Works using IE 6 on W98SE. NOTE: Some FTP hosts now use Passive Mode.
Some versions of IE 6 (and prior IE versions) do not support this. Some
versions of IE 6 DO support it, via:

Tools
Internet options...
Advanced (tab)
Use passive FTP (for firewall and DSL modem compatibility)

Note that in spite of the parenthetical note, I had to select this
option in order to use FTP via dial-up, after my hosting service started
using passive mode.

I have been unable to determine which versions of IE 6 include this
option. I have two systems, ostensibly at exactly the same IE 6 level,
but only one has the option shown on the Advanced tab.
