Apart from the actual hour on your system clock, is it also set in the
correct time-zone for your location, as well as honouring DST
settings?

Okay, understood.
So, why don't you just let Windows adjust to time.nist.gov as well,
instead of to the server?

Because I have six other systems behind the firewall to synchronize. This way
the server syncs to the time server twice a day, and all other systems sync to
the server. Otherwise I'd have to sync eight systems (with different OS's) to nist.

Why not have the server using UTC? That way it won't have any
adjustments to make to the time for DST, and all the other machines
would be able to get their local time from it and make their own
adjustments.

But more directly, it's not just a time server. It's also used as a file server
for synchronizing mobile devices, database server, etc. And I'm lazy - I don't
want to have to mentally keep converting timestamps from UTC to local and vice
versa.

Would you have to do that? I was of the impression that timestamps are
stored in a Universal format that is simply converted to the local
time/date as and when required. I could well be wrong though.

Yes and no. When you ssh into the machine, you get the times on the machine
itself. And when you're doing database stuff on the server, the timestamps
reflect the server time.
If you're doing everything on the client, that would be true. But that's not
always true.
