Our ITS team has fought to maintain a consistent design, at least for the main university information, on all pages, leaving the main text/design up to each department or office. We have two departments that insist that it is most beneficial to "showcase" what our students can do. They do not want to use the university's template.

One of our department's is using a flash intro, which has no resemblance of our university whatsoever, no logo, no university name, etc. In fact, when clicking on their "Skip Intro" link, the department's home page has no university recognition at all; it doesn't even have the department's contact info on it.

My idea of a website is to keep all pages at least somewhat consistent in order to not confuse users/visitors, and information should be accessible as quickly as possible in order to keep user frustration to a minimum.

I think I can boil this down to two questions:
1) What is the trend in keeping pages with a single website consistent?
2) Are flash intros outdated?

Any suggestions you may have would be appreciated. Also, if anyone has any articles in mind to support my claims, please email me the name of the article and pubication with date. I'd surely appreciate it!
