Hello,
Where can I buy clip art or photos or images which I can compile into collections and subsequently allow others to save and download?

Having browsed the internet I have found places which will allow you to use images on your own website, or on products that you sell, but you are not allowed to offer those same images to others as a download

I want to actually not let them download the actual image, but a pdf with the image on it - is that the same thing?
