Is it possible to implement pop-up window without Javascript?

| Guys:
I have a question, Is it possible to implement pop-up window without
Java script, we don't want to use java script since it might get
blocked by pop-up blocker. Thanks in advance.

Add one or two lines of help explanations on the main page of the site --
no pop-up needed. If your form needs any more explanation than that,
redesign the form with a focus on usability.

They are not nearly as useful as a NORMAL web page.

Fair enough. What's wrong with a popup of a (long) list of
database-retrieved entries for the form, removing user spelling errors
when used, and activated only when the user wants it? =)

Among other reasons, because it means that many people will not see
it. Why would you design a page that people will not see?
If a user wants a page opened in a new window, the user can do
that. There is no need for it to be done automatically.

I disagree. I have a problem with unwanted, i.e., unsolicited popups, and I
have them defeated by Opera. OTOH, I find one or two paragraph help
explanations in a popup launched at my option to be beneficial and welcome.
It's easy to launch a small window. It's easy to use js/CSS to hide or show
a container with the same information. The end result perceived by the
operator is the same, or isn't it?

I don't dispute your opinion. I'm not speaking of 'pop up' windows. I'm
speaking of 'popup' windows. Small ones. ;-)

True, you need JS to hide/show "layers", but if you check, the original
poster asked this so the windows wouldn't be blocked by pop-up blockers.
Of course there are disadvantages (lot of 'em) when comparing pop-up
windows to hidden div's.
