Steps:
Thread manager.
Display, GUI and graphics drivers manager.
Font management. True type, etc fonts.
(C compiler. Need to use existing one. Core DOS based C compiler sufficient for a start
for initial Windows OS development projects.)
Fist projects after basic Windows GUI completed: File manager, Calculator, Notepad, Paint, etc, etc,
core Windows OS applications.
Finally, internet.

Core. I did it once. Why did I stop? Got a good paying job with MCI. What a mistake.
Ever since I've been TREATED LIKE A LITTLE SHIT FOREIGNER!

I'LL SHOW YOU!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!

Hahahahahahahahahahahahahaha. Ha hahahahahahahahahahahahahahahahaha, hahahahaha.
