What would be the first awards to aim for when starting out writing web
pages? Does anyone take any notice of them?

Just invent some, Everyone else does.

I think the "All High and Mighty, yet my website has annoying popups
everywhere" award has already been taken.

In short no. There are very few awards worth anything, and they are
ignored. Better, aim for money!

Having customers with clout counts for a lot. A bit like a CV.
