If I wanted to set up a rewards site with my cj.com affiliate what
programming languages would I need to set this up? Are there any templates
of this already in existence to work with?

Any programming language would work. Some are better suited to certain
tasks, but an expert programmer working in the "wrong" language,
because he's comfortable with it, will routinely beat a mediocre
programmer using the "right" language.
