Is it possible to reference the html browsers document object heirarchy from
javascript inside vrml scene ?

If you ask the VRML standard, it do not know anything about the html
browsers document object heirarchy. So anything depends on the javascript
implementation of the VRML browser currently in use and if this is
working with one or the other VRML browser, it would not be portable 8-(
