Author Extra padding in IE: known bug? a fix?

Hi,

MS IE6/Win displays some extra padding below or (in some situations)
above list items in a menu. I tried and reduce the test case to [1], and
leave a link to the real-world page [2] just in case.

[1] http://localhost/~dan/sandbox/test_...ra_padding.html
[2] http://frontenac.ameriques.free.fr/ (see the menu)

It *seems* that IE adds a whole line-height of padding, possibly
confused by my somewhat convoluted markup, for instance :
<li><a href="#"><span>Item 2</span></a>
with LI, A and SPAN styled with "display: block".

Lukily, I noticed that adding a border-bottom to the "faulty" LI fixes
the erroneous padding. So you see I am not desperate, but still:
- is it a known bug (I mean, with a name :-D)?
- is there an other, invisible, way to prevent it?
- or could the markup be simplified to be more IE-friendly?
