is there any way to set attributes with css like in xsl(xsl:attribute-set)?

No, CSS defines or suggests the presentation of an HTML or XML document,
it doesn't create a result document like XSLT does.

That depends. What end effect does 'xsl(xsl:attribute-set)' have?
