Author child element padding alters parent in firefox

I have a template for a basic two column layout at:

http://www.paulwalker.tv/css/template.htm

Everything works ok in IE, but the inclusion of a div with padding in the
top header screws everything up in Firefox. It seems as if the parent is
inheriting the padding-top set on the child. I need to set up navigation in
the top header that is aligned to the bottom of the header. Why is this
happening and what is the proper way to accomplish this?

TIA~ Paul
