Looking at the source-code, two things are immediately apparent:
1. the HTML is not valid; and
2. it uses tables for layout.

For various reasons it can be beneficial to have valid HTML and CSS for
layout. I suggest this is a good place to start (on the path of
improvement).

The best way to learn is to read a good book. I recommend;

Learning Web Design: A Beginners Guide to HTML, Graphics and Beyond
by Jennifer Niederst
http://www.amazon.co.uk/exec/obidos/ASIN/0596004842

The time saved makes the purchase an absolute bargain.
