None of the apostrophes in the links belong there. You mean "WALLS" not
"WALL'S" etc.
There are some other misspelled words. "HIM SELF" should be HIMSELF
"OUTTOBOMB.COM TM COPY;WRITEN©1986 FREEWEBS" WRITEN ?
The Guestbook says: "Loading 0%" and nothing else.

Loads pretty fast on cable. Your title (white over yellow) is a bit
hard to read. Not enough contrast. Did you run it through html/css
validators? I did notice you have presentational markup in the html.
You might want to put that into css.

The Flash banner adds no value that I can see.
Why, pray tell, are you using a 350KB image for a white background
(white.bmp)? You must get rid of this. You also have an unhealthy mix of
inline CSS and HTML attributes, usually a bad combination. You could cut
some download time and make maintenance easier if you got rid of stuff
like <font> and used an external stylesheet instead.
If you are going to use full-size images instead of thumbnails like on
the Walls page, you might want to compress some of the larger ones a bit
more. If you are going to use thumbs, make them separate images with
appropriate dimensions, not just resized in the HTML. This is adding an
enormous amount of unnecessary download time.
For example, on the WebsAlbum page, the first image is tplovecars.jpg.
This is a huge 194KB image, scaled down in HTML from 2156x400 to 302x56.
If you make the thumb a separate 302x56 image, it would easily be less
than 10KB and load in a couple seconds at most, instead of more than 30
seconds on dial-up.
As is, I lost patience waiting for this page to load. It was 45 seconds
looking at a blank page before the progress meter even showed up. After
3 minutes, it showed just over 50% done. It was well over 4 minutes
before it finished, and this is on broadband. Pity your visitors on dial-up.
