Would someone mind casting their weary eyes over
http://www.hn4748.comand give comments on the design & layout, please? I'm
a just starting amateur, working from scratch and I need tips, how to go
further. (My English is terrible)

That would be http://www.hn4748.com/ without the "and" I assume.

Ah, let's have a look.

1. <meta NAME="Generator" CONTENT="word 2002"> not a good idea.
2. nested tables and iframes.

3. cannot see URLs of each page, always says http://www.hn4748.com/
bad for search engines.
4. With Lynx, this is your entire main page:

IFRAME: links

IFRAME: inhoud

IFRAME: onder

5. Consider more apt filenames for your pages, instead of inhoud1.html,
inhoud2.html, inhoud3.html ...
6. Become familiar with this page: http://validator.w3.org/
7. Oh my. A clickthru ad for Evidence Eliminator! That will raise the
eyebrows of many.
8. From what I have seen, none of the tables and iframes are even
necessary. Try a simple two-column CSS layout and make life easy. Here's a
sample I made for a friend. Feel free to snatch it.

IE6 -- Win98 -- 800x600 -- 17" monitor

(1) Horizontal scrolling. Try reducing the width of the 'Henk en nen'
graphic.
(2) Bottom part of the banner frame can't be seen

Looks nice, otherwise.

I've also noticed that my mouse wheel does not work when the page is
viewed in Firebird and Mozilla. It's the iframe.
