Googling and GoogleGrouping for "XML Byte Data Records" and similar bring
back millions of hits about character sets. ;-)

Is XML appropriate for specifying and validating byte-oriented data? Can it
be used for bit masking validation? Comments and URLs appreciated.

XML is a text format, at least in XML 1.0 certain control characters are
not allowed, and even in XML 1.1 those are only allowed as numeric
character references I think.
Thus if you want to store byte-oriented data in XML then you need to
encode it, for instance base64 encode it.
