I need to find an easy to use website "design" program to use for a website
that has already been published. This website is an information only site -
no comment or email submissions allowed. Would Publisher be my best bet if I
have already purchased a hosting contract through a 3rd party?

No. Publisher is not a web editor. It can produce simple websites but it's
primary function is a desktop publishing program not a web editor.

Dreamweaver
MS Expression Web
FrontPage
etc...are web editors.

However, you're still gonna need to learn some HTML, CSS and of course
graphics editing to edit/maintain/create websites.
