I am a beginner at web designs. I use Dreamweaver so publisher is very new
to me. How do I insert a flash into publisher? I need step by step
instructions.

Use the insert html code fragment tool, under insert.

If you have Dreamweaver, you should stay with Dreamweaver. You will not be
able to get a comparable website using Publisher.
