by comment section I mean VERY similar to the one on youtube thank you

This dynamic function is probably beyond the scope of Publisher which
produces static pages. Perhaps check with your webhost. They may have a
server side solution for you. Perhaps you could link to a Blog or even to
youtube from your Pub site?
