I want people visiting my wedding website to be able to post a message. can
this be done using publisher?

Yes, but you will have to use a 3rd-party program if you are wanting the
messages to be visible for everyone to read. (Unless you want them to
e-mail the comments to you and then you add them!)

In addition to what Mikes said, you might look to your ISP for one. Some
will provide pre installed guestbook CGI, that you might be able to
incorporate into a Publisher website using the insert html code fragment
tool. Also you might google for a javascript guest book...
