Not only that but it has to be the exact version that it was saved in.

No it doesn't. Newer versions (of Pub) can import older versions of Pub.

Versions 1.0, 2.0 and 95 can only be opened by their own program or Publisher
97. Publisher 2000, 2002, 2003 and 2007 cannot open 2.0 files because of
security reasons. Wasn't always this way.
