| Does anyone know the answer to this? I am trying to do the same thing and
cannot find the option in the View Menu. Whenever I try to add it from the
toolbar options, it does not appear. Trying to add to master page so that
appears on all pages of a very basic site.

| Footers, headers, master page are all print document terms that do not apply
to web pages. Using a master page in a Publisher web publication can cause
problems, and is not recommended.
If you want content or specific design elements on all pages either tick the
"duplicate.." option when you add a page, or simply copy and paste.
