How to resize gif's in any MS Office program?

| My photo's programs do not recogonize clip art or gifs so I cannot manipulate
them. I am realizing that publisher only "looks like" it crops & resizes,
but the actual saved gif files does reflect the size changes. I would like to
insert the web ready gifs into a publisher website layout.
I tried using paint, but it only scales on a % and would be pretty tedious
work for the numerous gifs I need to web ready.
Is there a way to resize and/or compress using any Windows XP Home or MS
Office Pro Program (word, excel, publisher, etc)???
