Is there a way to make the Nav bar go across the top of the page rather than
down the left side in Pub 2002? If so, how?

I don't have 2002 installed so can't check this for you, but you should have
the option if you are using the navbar wizard. Under Help in Publisher, type
in "navigation" and see if there isn't a reference to how to do this.

You could also build your own horizontal navbar...
