Author publishing from laptop that uses XP Home

Hi,
I can publish from Publisher (File/Publish to web) on one computer that runs
Windows XP Professional.
Doing exactly the same on another computer that runs Windows XP Home brings
up an error message:
"Cannot connect to the FTP server on the computer named
members.optusnet.com.au"
Further info:
"This error message is actually associated with an attempt to access an FTP
(file transfer protocol) web site through a fire wall / proxy server and the
proxy settings are not set correctly to gain access. To avoid this error
message change the FTP proxy settings to allow access to the site"
I have gone to Control Panel / Security Centre and added Publisher to the
Exceptions but still no luck.
I have turned the firewall off but still no luck.
Are there other restrictions on Windows XP Home?
