is there a way to create a download for a pdf file in the website creation
function?

If you have a pdf file you want to make available for visitors to download,
yes.

In with the html and image files on the server create a folder; name it
downloads (or any other name you like)
Put the pdf file i.e., stuff.pdf in the download folder.
On your website put a line something like Get stuff here. Selecting the
word here Insert a hyperlink which would read downloads/stuff.pdf
