I have just created 2 new business web sites using publisher 2003. One is
primarily text based and is doing very well in terms of search engine
recognition. The other is more image based and I am not sure how to tag
images so that they are recognised by google images for example.

Use a text descriptor for a picture (known as alternative text or ALT text)
to aid those who have text-only browsers, have turned their graphics display
off, have slow speed connections to the Internet, or use voice readers.

Select the picture to which you want to add alternate text.
On the Format menu, click Picture.
Click the Web tab.
Under Alternative text, type text that describes the content of the picture.

This might also help in terms of search engine recognition.
