You cannot open a 2003 document in Publisher 2000.
If you have 2003 and saved as 2000, you should be able to open the files.

Do you have Norton? Disable Office Plug-in and try again.

If you have Publisher 2000 and cannot open the files, have your sender convert
them. You can send them to me and I will convert the files.
