Creating web page layouts so they auto center to any browser screen?

How do you have your web pages be centered to a browser window. I 've
noticed the background fills up the browser screen but the page entities get
set to the upper left of the window.

Publisher creates websites left justified. Only Publisher 2000 can be
centered then by inserting the <center> code into the html files.
