I need it to stay constant for all types of monitors and users that come to
my site.

Sorry. There is no built in support in Publisher for this dynamic function.
By design, Publisher produces fixed, left justified pages. You can simulate
it. Reference: "Understanding background padding in a Publisher web (aka
