I want to add screen tips to a web site created with Publisher, the type that
pop up when you hover over a hyperlink

From a Google search for "hyperlink screen tips" I found a number of
possible answers. Here are two:

I used the insert html code fragment tool to quickly test the first, and it
seemed to work.
