I've linked some PDF's to my site created in publisher. Some are single page
and others multiple page. All have been created in PDF complete and
optimized for web. They are in the index file folder. When I go on the site
and click on the links none of them open. Any help would be greatly
appreciated.

The most common mistake is in the file naming of the linked file.

Make sure the file name is in all lower case letters with no spaces.

example-

do not use: This is My awesome PDF file.pdf

use this: thiswouldbeabetterpdffile.file

of course this first assumes you have the file uploaded and you have the
hyperlink correct.

Thanks for answering. Naming was part of my problem, and I also didn't know
that the 2003 version did publish the external files. I've got it up an
working now. Thanks
