I'm trying to create a new site and I want to add a Comments page. Basically,
I want a page that will have the comments posted like a blog would. any
ideas???

That is a dynamic function that is probably beyond the scope of Publisher.
However, you could create a blog and link to it. Just google for free blogs
and see what you come up with.
