Author Problems with Frames in Publisher...anyone ??

How is it possible that a webpage produced in publisher and that
just have been added text from time to time all of a sudden wont open in
Publisher. The explanation is that the webpage is using frames ?? This has
never been a
problem before.
How am I to go about this problem ?
