Microsoft Publisher - can't pubish to web

when I publish to web I using publish "ftp", I am getting error message that
suggests I have to change proxy settings to allow access. I am directly
connected to my internet provider. I use " ftp.shaw.ca"
I called my provider and they says it is a "publisher problem"
