a different page name question

| I designed a website using Publisher 2003 (my first ever). I used the
Publish to Web command and saved it to a folder on my computer. I
transferred the index file to my web space by simply dragging the index files
folder and index file to my web space. When I tried the site online, the
navigation bar didn't work since all the links were connected to files on my
computer.
I changed the links on the navigation bar to the actual files on my
web space. It was uploaded by ftp. The site then worked fine.
When I modified the site and republished to the same folder on my
computer and proceeded as above I had the same problem, this time because the
program had changed the file names of the pages from, for example Page339 to
Page 341. The links were all non-functional again.
I found that by changing the names of the pages before transferring
them to the web space everything would be fine, but it seems there's got to
be an easier way.
Later on after I understood more I published to the web directly to my
ftp folder (if this is the right terminology) but found the process was much
slower and didn't always work. And,,,, the page names still got changed.
