Sorry for the dumb question. I don't know the proper terminology yet. What
I want to do is have my links change color when hovered over. Is this
possible in Pub2003? Also, I use hot spots a lot because I can't seem to
figure out how to change the link color.

Read the second article down by David Bartosik:

You can change the default static link colors in Publisher. Go to Format >
Color Schemes > Custom Color Scheme and change Hyperlink and Followed
hyperlink to colors of your choice.
