It there a way to make words and/or shapes flash for special effect?

Html does have a tag that does that, can't recall what that is now, it's not
something a professional will touch. It may even be deprecated. Html
discussions are OT for this forum so I'd refer you to a html site like
www.htmlgoodies.com . You can also review the official html standards
reference at www.w3c.org . This means that you would have to code the html
yourself and then use the Insert, HTML code fragment function to insert the
code on the Pub page.
