Is there an easy way to make a skin for my movies on my website?

I'm using Publisher to build my website and I want my videos to open in a way
to show information around the video instead of opening the video in the
Windows Media Skin. What's the easiest thing to do?

That is outside the scope of Publisher. In Frontpage it requires an add-in
