I am using publisher to design a web page and want to add a page which scolls
through a group of pictures. Can you tell me how to ?

As stated on the FAQ - http://www.publishermvps.com/Default.aspx?tabid=30
Publisher has no dynamic features.

You can try using a javascript. try any script resource such as
http://wsabstract.com/

Scripts are then added to a web publication using Insert, HTML code
fragment.
