Microsoft Publisher - Saving as a web page from Pub 2002

Saving as a web page from Pub 2002

I am having trouble finding an answer as to why thet text does not wrap
around a graphic of a publisher 2002 document when I save it as a web page?
It just places the graphic right over top of the text making it unreadable.
