I have a website and it looks different on various screens...it there a way
to limit it's size on larger screens so it will look as it does on my screen
regardless of their size. Or can I fix it to adjust to anyone's screen?

Use tables that are set up for percentages, rather than fixed sizes. And
accept the fact that your site will not look the same on *everyone's*
computer. Especially a site made with Publisher on non-IE browsers.

Publisher has no support for user created tables.
Publisher has no support for using percentages versus a fixed width.
The latest versions aren't using html tables, but rather CSS2 positioning of
divs and spans.
