I have found a solution to the problem of placing two text boxes/frames, one
under the other, looking normal in publisher but separated by a huge space
when viewed in the browser as a web page. If that happens, reduce the size
of the top text box by grabbing the bottom portion of it and sliding it up
(reduce the box size from the bottom). Then nudge or move the bottom text
frame further up. Check into the browser to see how far up you need to move
the bottom text frame and reduce the size of the text box that is at the
top. After several tries you will have perfectly lined up and organized text
boxes for your web page, even through in what you see on your Publisher page
may look out of place and portions of text may not be visible. I have tried
this as I created and solved problems with my Publisher 2003 made web page.
This was a problem that I constantly had to deal with. It is not a problem
any more. Hope that this suggestion will help others.
