I want to make a cover page with a French and an English icon, and then have
a set of webpages that links to each button. I know how to add a page to my
site, but I can't figure out how to add two separate streams of pages that
each link to that home page. Any ideas?

Perhaps make your primary language site with one Pub document, and a second
site in the other language with a second Pub document. Then publish the
second site to a subfolder on your site, with buttons or links to it from
your home page of your first site. The home page of your primary language
site, would be your 'cover' page.

If your primary language site can be found at myfrenchsite.com/index.htm
then your second site would be something like this:
myfrenchsite.com/english/index.htm with the subfolder 'english' containing
the second site files. I guess alternatively you could also make three Pub
docs for your cover page, your french site and your english site, and then
use two subfolders, but that seems like extra work...

Another thought...wait for someone else to answer. The subfolder approach
might confuse you as to how to write the links within each language version
of your site. You might check with your host provider to see if you have the
option of creating a subdomain for your second language site, which might be
easier...I don't know for sure. Hopefully the local guru David Bartosik will
jump in here with a best suggestion...

Thanks David. I don't know how to add subfolders. I should mention that I'm
using Windows 2000, so this is not the latest version of Publisher.
Is there a way to make one site with two streams of pages each coming from
the same homepage?

There a few different ways to do a bilingual site. I've done a few
Spanish/English sites for clients of mine, I've used a few of the ways. But
most of them require a dynamic database driven site and web programming (i.e.
asp.net) which is beyond the scope of Publisher which is designed for small
static sites.
But basically I put a simple textual link at the top right corner of the
page. If you're on the English version the link says Espanol, the Spanish
version says Ingles.
The link toggles between the two.
In your situation if you are creating a larger site I'd recommend using
multiple pub files which DF has mentioned already. If you're not and having a
somewhat bigger web publication file is fine then just keep it simple and
make two copies of each page in the pub file. Design the English page, then
do an Insert page using copy all objects from page, so you create the
duplicate. Go thru that one and translate the content. Then add a link to it
that points to the English one. Go back to the English one and add a link to
it that points to the translated one. Then repeat. Basically every other page
in your pub file would be English. Now creating the publication in a English
page, French Page, English page, etc. will be easier to keep track of but you
don't have too. Any page in the publication can link to any page in the
publication.
