Publisher does not directly support this, but you can use the insert html
code fragment feature to insert JavaScript menus, etc. Just Google for
drop-down navigation bars or DHTML menus to find free scripts for this.
Alternatively go to http://www.xara.com/products/menumaker/ for Menumaker
which works well in Publisher.
