I have just created a web site using Publisher 98, and when I look at
the HTML I see:

<td><img src="blnk.gif" width=4 height=1></td>

<td><img src="blnk.gif" width=15 height=1></td>
<td><img src="blnk.gif" width=33 height=1></td>
<td><img src="blnk.gif" width=5 height=1></td>

There is no table on the webpage.
The blnk.gif file is in the directory with index.html and the other
images on the page, but it is a very small file (56 bytes, and seems
to be only 1X1 pixel.

What does it do?

It's a placeholder for empty cells. It is required.
After version 2000 it is no longer used.
