Is there a tool that will allow my publisher website to interact with a database - preferably access and preferably a tool that doesn't require any knowledge of coding!

No Publisher does not have database support. That is pointed out at http://office.microsoft.com/assista...=CH063576801033

A database driven site requires a platform on the server such as asp.net or content management server or sharepoint.
FrontPage has support for these.
